The
history dates back to 1950 when the West African Institute for Social
and Economic Research (WAISER) was set up to provide information
on issues of vital importance to the development of the then British
Colonies in West Africa. The disintegration of WAISER started with
the independence of the Gold Coast (now Ghana) in 1957. WAISER was
formally dissolved in 1960 when Nigeria attained independence. It
was replaced in Nigeria by the Nigerian Institute of Social and
Economic Research (NISER). NISER has since become a research and
consultancy parastatal of the Federal Government of Nigeria. NISER
is now permanently located in Ibadan at its own campus at Ojoo,
along Oyo Road, Ibadan.
Functions
The
functions of the Institute, as stated in the NISER act of 1990 are::
| (a) |
to
provide consultancy services to the Federal and State Governments,
their agencies and
organisations, in the field of economic and social development;
|
| (b) |
to
conduct research into the economic and social problems of the
country with a view to the applications of the results thereof;
|
| (c) |
to organise seminars and conferences on problems of economic
and social development in the country, whether on its own accounts
or on behalf of the government of Nigeria or their agencies;
and |
| (d) |
to
cooperate with Nigerian universities, research institutes and
other institutions in the mobilisation of the country's research
potential for the task of national development and dissemination
of research findings for the use of policy makers at all levels. |
Organisation

Apart from the Department of Administration
and Finance, the Institute has the following research
departments, units and a centre with expertise in varying
fields. The research departments are:
- Agricultural and Rural Development;

Business and Technology Development;

Human Resources Development;

Physical Development;

Political Development; and
- Social
Development

The
units are:

Population Research Unit;
-
Transport Studies Unit;
-
Rural Policy Analysis And Management Unit;

Macroeconomic & Strategic Modelling Unit;
and
- Research
and Consultancy Unit.
The
centre is the African Resource Centre for Indigenous Knowledge.
The Institute also has a:

Library Division;

Data Processing Unit;

Publishing Unit; and
-
Legal Organisation & Planning
Administration
NISER is headed by a Director-General, who is the Chief Executive.
He is assisted by the Directors of Departments and Heads of Divisions,
Units and Sections. The Institute is self-accounting and it has
an internal auditor. A number of management committees exist to
advise the Director-General with regard to policy formulation as
relates to day-to-day administration of the Institute.
The Management Committees
are:
Directors of Departments Committee;
Personnel Committee;
Finance Committee;
Support Services Committee; and
Research and Consultancy Committee.
The Institute is governed
by a Governing Council whose functions according to NISER act of
1990 are as follows:

to
approve the research and training programmes of the Institute; |
| (b)
|
subject
to section 5(4) of the enabling NISER act to approve Conditions
of Service of the employees of the Institute including provision
for the payment of pensions; |
| (c)
|
to determine
fees to be paid for research, consultancy and training services
offered by the Institute; and |
| (d) |
to
carry out such other activities as are necessary and expedient
for the full discharge of any of the functions conferred on
it under or pursuant to the enabling Decree. |
